Take it as a compliment as he obv. likes you but is too immature to talk to you properly. You should tell him that you don't mind him as a person but nothing else, and that if he keeps pestering you you'll go to the Head of Year. I used to do what he's doing when I was a teenage boy. He can't get your attention in a nice way so he thinks that if you're pissed-off at him at least that's better that not being noticed at all.The other solution is to start seeing someone for real and then he'll completely back off
